RE450 extensor no steady led

Firmware Version: Unknown is jus new grand unit 2.8 says in the label vn1
I purchased a second unit of extensor model re450, the first one woks as expected, but the new one to enhance coverage in the same house doesn’t keep steady the blue light. I pressed the wps button in the Archer c60 router model and couldn’t start it neither with by resetting the extensor.
What is happening ?
