I am looking for a router for networks where Internet-access is not allowed and DCHP and DNS services have to be provided by the router.

The TL-WR841DN works as follows: DHCP supplies IP address with and without running IP address, but the router does not open DNS port (53) without active connection to internet. 

--> means no working local network --> Why?

I know mDNS a autodiscovery feature reduce the tension, but in many installations these autodiscovery mechanisms have to be deactivated.

Is an error or on decision made to make such cheap routers worthless in such environments means to sell more expensive ones.

Which TP-Link router / access point supports DCHP and local DNS from start on WITHOUT active internet communication?
