Not to connect my extender through thether app for using wifi

Do you mean you are using range extender mode on the TL-WR820N? And is the internet working fine on the range extender?
For the Tether App issue, do you mean the Tether App cannot detect the range extender? If so, please refer to the steps below to troubleshoot:

2. Make sure the smartphone is connected to the range extender wirelessly.
2. Turn off the mobile data on your phone in case it is using mobile data
3. Turn off the VPN software on your phone if you have one.
4. Reboot the TP-Link device or restart the App and try again.
If there is still any problem, please let us know the hardware version and firmware version of your TP-Link device, also let us know the model no. of your phone and screenshot of the error message.
