WPA281 not connecting to PA511

WPA281 not connecting to PA511

Bought 2 PA511 and one WPA281. Both 511 connected with one another straight away out of the box when I plug both in a power point.
Tried connecting the 281 with the other two 511 (not both at the same time) using the pair button but didn't seem to work. Reset the 281 and tried again but still didn't work.
Also tried turning off one of the 511 (the one not connected directly to the modem), plug in the 281 to a much closer power point to the other 511 and still, it didn't connect with on another.
Am I doing something wrong here trying to set up the Powerline network? Or is this a simple product faulty issue with the 281?
