Unable to Download Files on any Device on the netowork

I'm unable to download files on any device on my network, while normal surfing and streaming work just fine.
Any time I try and download a file through the browser I am met with a "Download Failed Network Error". All app installations, system and software updates, and media dowloads fail on every single device on the network. Windows, Mac, and Linux, Android and IoS all have the same problem.
Downloads somehow work again when I activate a VPN, but as my account has a device limit it's only a band-aid solution, and leaves me out of luck on devices that won't support a VPN.
When I cut out the Deco system, downloads work just fine from the ISP modem.
I've been struggling with this issue for almost 2 years and I am close to swearing off TP-Link for good
