I purchased a TL-PA9020P KIT and later found out that this model only works with Ethernet cable connected to devices. I was planning to buy a second set after checking electrical outlets on the same electrical circuit.  Can I use the kit I purchased and place one of the TL-PA9020P units connected to the router, and one TL-WPA8630 (or similar WPA) unit as the receiver to create a Wi-Fi area (without the Ethernet cable)?

Yes, you could do that. Just bare in mind what are the limitations caused by choosing different PLC series - details.
