Unable to configure TL-MR3020.Need help please

Hardware Version : MR3020 v1 00000000
Firmware Version :3.14.2 Build 120817 Rel.55520n
ISP :
I need to set up this device in AP(Access point mode) to act as a wireless extension for my current wired network(accessed from my laptop)
But for some reason I can`t access the configuration utility (by typing http://192.168.0.254 in the address field of the browser).
Can someone help me with this?

UPDATE : I`ve managed to access the configuration utility and set up the router, but my wired internet connection has username and password from the ISP.
The router is working( I`m able to see it on my wireless connections) but can`t access the internet(I believe I must enter somewhere the username and password )
