DHCP is not working

Hardware Version : Not Clear
Firmware Version : 140227
ISP : Airtel
my Tplink Device TD-W8901N DHCP server is not working when I change the router IP 192.168.1.1 to any other IP it stop working how can i start DHCP Server in this Router even i reset it and set to factory default same problem
