TD-W8951ND Can't open a TCP/IP Port

I've disabled the Firewall on this router and opened a port in the NAT to a virtual server to a fixed IP Address on the internal network but the port is NOT being opened.
does this wireless router have the ability to open a port at all? If it can open a port what else have you got to do to get it open. If you can't open a port
