Steam client, Netflix, & Blizzard client won't work everyday at 8:30.

ISP : CIK telecom
I've been having a problem for the past week where everyone in our house can't connect to steam at exactly the same time everyday for 2-3 hrs.
I've never had, or even heard of a problem like this before.
So far i've tried
port forwarded steam
updated router firmware
re installed steam & blizzard client
when I skip the router it seems all my apps work fine. Is there any logical reason for that?
