TL-MR3420 and BSNL EVDO, bandwidth control query

Now, my query is that my connection is used by 8 devices and I've enabled MAC Filtering so that no one else from outside can use my connection but the thing is that I want to distribute particular amount of bandwidth to each device. What I mean to say is that if I'm having three device, I want to share the whole internet speed in a ratio of 4:3:3. Is this possible?
