bandwidth control dont work correctly

Hi, i have some problems with this function (bandwidth control), my ISP give me 400 - 425 KB ADSL downstream so I put 3200Kb and test the speed (ookla) and this show me about 325 KB but when I disable the bandwidth control function this show me 400 - 425 KB.
My question is where have gone about 75KB downstream?. All tests I did from my computer without other pc or anything else conected or even any rule created, when i create some rules, i got the same.
I put the downstream speed at 4000Kb and the test give me 375KB, when I put 5000Kb the test give me 425KB, wheel i think this is not the right way because 400KB = 3200 Kb.
The upstream speed is about 20 - 65 KB (my ISp is really bad when you talk about upstream).
Please tell me about your experiences with other dowstream speed.
