WD-9980 - can it be used as a modem and VPN router at the same time?

I am wanting to set up a WD-9980 VDSL2 as a modem and a router to access a VPN to bypass regional limitations (mainly for Netflix).
I need to access via from my smart TVsoitcannot be a softwaresolution.
I have chatted with someone from PureVPN. and they have told me that i need a seperate modem and router, which seems crazy to me.
Can someone advise me if this is correct. Do i need a different VPN provider or do they not understand how to make it work?
