Is it possible to detect the absence/presence of several devices in the WiFi-mesh and control tp-link devices?

Example 1: could I turn a switch (P100) ON when BOTH of two mobile phones are not present?

Example 2: could I activate notifications on cameras (C520WS) when BOTH of two mobile phones are not present?

Example 3: could I turn both the switch (P100) OFF and deactivate the cameras (C520WS) notifications when EITHER of the two mobile phones are present?

One mobile phone run iOS and the other Android...
