Signal strength lights keep flashing

This Is my second TL-WA854RE range extender as I thought that my first had a fault. After following the WPS setup procedure the wireless LED flashes, the RE LED is on but the signal strength LED's keep flashing. I understand that this indicates connection with the main router is established but not with the internet.. I don't follow what this means as I thought the extender merely extends the range of the main router. Are the flashing LED's normal or have I setup incorrectly ; I have also followed the setup procedure using my web browser.I am running Windows 7 with the latest internet explorer. Thanks for anticipation of your help.
