Unstable/blocked connection

I am using the adaptor as a wifi hotspot, I can connect to it from any device and it works fine for a few minutes, then I get ERR_CONNECTION_REFUSED on every page I try to access. Sometimes if I refresh it 50 times it starts working, sometimes it works again after a few minutes, other times it won't work until I restart it. I was sure it was the antivirus blocking it but I added exceptions everywhere and nothing changed.
Any ideas?
