(newbie here)how can i use QOS on Archer D9 while DHCP is om?

just as the title say how i could use the QOS while it's demanding IP's but the DHCP assign new IP'S each time a device is logged in? Isn't suppose to be:mad: based on MAC Addresses of the devices rather than IP's or do i have to disable the DHCP & if not,what happens if unassigned device is logged(while DHCP & QOS both are on) ?it will not apply to the same rules of bandwidth control ?how can i get it right?
