Adsl modem td-w8968

The modem is set to AUTO connection with ISP. There are 2 standalone PCs connected with modem via Wireless LAN (USB adapter). When the ISP link is down the modem is also disconnected from Wireless LAN and also can not be connected to modem using 192.168.1.1 through any browser. What should be the problem? LAN DHCP ENABLED. PCs are set to obtain IP address automatically. NAT enabled. WPS DISABLED. IP addresses are applied dynamically in default range 192.168.1.100 to 192.168.1.200 to client PCs. Wireless LAN are set on client mode. Client PCs are also set to connect Wireless Network Automatically. I believe that both PCs should at least show wirelessly connected with status of NO INTERNET ACCESS but mostly show not connected. When ISP link is UP, they get connected. What should be the parameters to follow to prevent such problems?
