WR841HP - access control does not work

My Time Zone is setting to GMT -3:00

I have created several Schedule Settings and assign them to a range of IPs, but none works.
In one of these Schedule Settings I want to block all Internet access all day long. I tried with no Target Settings, but it did not work. Then I created a configuration using only HTTP, in order to block any site, it also did not work, even for the other Schedule Settings.
First of all, I created a range of IPs in DHCP reservation, so I created an ARP biding using the same DHCP parameters, so I activated the ARP biding.
I set a Host for the desired IP range, a Schedule, for example, (Mon Tue Wed Thu Fri) 00:00 - 14:00.
When I created the rule to turn these settings on I did not set Target at first time.The default filter policy is Deny and the Internet Access Control is on.
