There are slight differences to the firewall. On my D5 I'd setup LAN hosts and schedules, and then blocked these hosts from accessing the internet during certain times. This I can do on the VR2800, albeit in hourly slots rather than the half hourly on D5.

Is there the functionality to do half hourly chunks?

I'm using the VR2800 to force OpenDNS servers on clients via DHCP, and previously I was able to use the Archer D5 function to allow TCP 53 to OpenDNS servers, and then block that port to everything else. Preventing clients from circumventing OpenDNS.
Can I do this on the VR2800?

The VR2800 cannot do what you want. As you can see, there is no place to block certain port on the VR2800. Also the time is set to be hourly and cannot be changed.
