Archer VR400 really really slow speeds

I recently purchased a new modem / router (Archer VR400) as my old modem / router kept dropping out more and more. I was told this can happen, esp as my old one was approx 1 years old.
I don't know too much about this but I had done a speed test on my old one (Netgear DG834Gv4) and got about 10Mbps and with my new fancy one I originally was getting download speeds of 0.2Mbps, which is unworkable!! I spoke with my ISP and they changed few things but I am now still only getting approx 4Mbps and regular drop outs.
How can my speeds be so slow?
