My educated guess would be it's because Internet (download) traffic tends to have lots of reply packets going the other direction - very much unlike local throughput benchmarks that tend to load one...

At 400 Mbit/s bandwidth, you should expect to get about 133 Mbit/s, which translates to about 15 MBytes/s. As it always is with physics and math, please watch your units.

See above - check the physical connection bandwidth (using tpPLC utility software) and do the math. Something is wrong only if either the connection bandwidth or the payload throughput are much lower...
