M7650 i connect it with charger to charge with the same cable its came with, the percentage did not increase , even if i switch the modem off still the battery percentage not increased, is the problem with battery or the device

You can try to plug the power adapter in different socket, use different usb cable and different power adapter to test whether it's the power adapter or USB cable's issue.
