Fist of all, there must be a root EAP connect to the router, then other APs can connect to the root EAP based Mesh.

The Mesh function is only available among the EAPs, not between EAP and router.

what's the goal of your network setup?

it seems strange for this picture. since you have 4g routers, how would they build up a lan? that's almost impossible for having some many nat routers. 

1 nat, 1 or multiple switches hosting the DHCP server, works

multiple nats, no switches + eap, don't make sense to me.

This is a full mesh, vehicle mounted systems. The vehicles will have their own infrastructure, so they can work in isolation and come in and out of the mesh automatically as they move in range. The question I can't find the answer to is, is it possible to have the nodes connecting to more than one root and can they exist in more than one mesh, or once they are adopted they are locked in.
