For two AC1350 (EAP225) access point devices, do I need the TL-ER7212PC router to achieve the MESH effect or is the TTL-ER605 enough?

Deco mesh and Easymesh (especially those with ethernet backhaul supported) are mesh technologies you may consider for your house as well.

terziyski has already answered your question. For the business AP solution, you need an AP controller which is OC200/300, or Software Controller on PC(running 24/7) to support the mesh.
If you look for a whole-house wireless mesh node solution, then you consider other products. ER7212PC is a router built-in with the controller. So, no need to get a controller.
