TL-SG1218MP (UN) can't power EAP110-outdoor

Wondering if anyone has had the same issue. We have the TL-SG1218MP (UN) and 4 EAP110-outdoor APs. The issue is the POE switch can't power the APs. I attached the OC200 controller to the switch and it is getting power. I'm stuck and hoping someone can help. Or least tell me why the switch can't power the APs.

110-Outdoor is a passive PoE device. It does not support 802.3 PoE which means any PoE switch cannot power it up due to the lack of compatibility.
