TL-488T with 3 ISPs. 1 ISP gets lesser load share % and more timeouts

I'm currently using 3 broadband connections from the same ISP. They have the same speed connection at 6mb each. I am able to manually/automatically configure them to load balance and they are at 33% load sharing each. 40 computers are being load balanced by the router.
My Problem is that WAN at port 1 always get a lower current load share even if all 40 units are web browsing/ video streaming at the same time. The 2 WANs(ports 2 and 3) have no problem. They reached the maximum download as seen on Load Balance window. However, WAN at port 1 never gets max download and its download speed fluctuates from a couple of thousand KBps down to zero. Unlike the other 2 WANs they don't fluctuate that much. Only about a hundred or so KBps. Sometimes when I click Status to check the connection, the WAN with lesser load share gets TIMEOUT status. At first, i thought that the broadband connection assigned to that WAN has a problem. So what i did was to connect my laptop directly to that broadband connection and tried pinging several websites. All pings doesn't get a timeout but when i connect the router(from ISP) to the Router(TL-488T) and then to my laptop, i am now getting a timeout response. By the way, no other broadband connection was plugged at TL-488T at that time except the one giving a timeout.
