I used to use TP-Link Archer MR400 router before and now I have moved to TP-Link Archer NX210 and I can't reconnect the range extender to this new router and there is no reboot of the RE198 V4 repeater and I don't know how to renew the router to the range extender

You have to reset RE190 to its factory defaults by pressing teh reset button for about 10 seconds:

 

Then reconfigure the RE190 from scratch to connect it to your new router.
