I am new to this and would like to do the following:

Setup a network using 2 providers (one cable and one fiber) with the Fiber being primary and the Cable being the failover.  I presently have a wi-fi mesh setup that I would attach for wi-fi. Can I do this with the TP-Link ER707-M2 | Omada Multi-Gigabit VPN Router | Dual 2.5Gig WAN Ports? If so, what is the best way to do this? Any assistance/suggestions would be appreciated.

Doable. 

You can use the router as the primary load balance router and connect the mesh system(turn them into AP mode).
