CPEs are designed for long-range WiFi links between two CPEs. They have directional antennas (45º beam width) and thus are not meant to supply devices such as smartphones or tablets. A much better device to serve smartphones and clients is the EAP225-Outdoor, which have omnidirectional antennas (360º beam width).
Using a CPE to serve smartphones/tablets is much like using a pointed beam from a garden hose instead of a wide shower to spread the water around in every direction. You would have to target the smartphones exactly with the CPEs while the clients are moving around.
If you insist to use a CPE510 as a standard AP for clients, use the wizard to set up the minimal confguration of the CPE in AP mode, but expect problems with WLAN connectivity on the clients.
