Trying to adopt a EAP access point remotely, hardware controller on ISP A(ex Comcast) and EAP I want to adopt is on ISP B9(ex Xfinity)

I have been trying to read in the forms but unable to find the solution, I have installed Java SE Dev 17.02 64 bit and the discovery tool 5.0.30, but the discovery tool does not complete startup, after clicking icon for it to start it just spins for a moment then stops. Tried running on windows 10 & 11.

can someone point me to a guide of how to install the discovery tool for windows 10, and is there a specific version of Java needed for it to work.
