is there firmware upgrade that allows for the device to be a DHCP server? if not is there a model of Omada controller that does?

No and this is by design.  IN the Omada world, DHCP is provided by Routers.  In standalone mode, TPlink routers and some smart switches can do DHCP.

 

The closest thing you'll get to a Controller doing DHCP, is if you roll your own hardware controller and run something like PiHole alongside the Omada Controller software.
