L2TP connection not work on TL-ER6020

I cannot establish a L2TP tunnel from any computers running Windows 8.1, Windows 7, and iPhone with iOS 8.3. PPTP can connect but not L2TP. In fact, after an unsuccessful L2TP log in, the router would freeze and has to be power cycle to go back to "normal". This happens to two different TL-ER6020 routers both version 1.
