Why do you want to limit the clients number and minimum data rate?
Are you afraid that some connected devices with low speed will bring the whole network dowm?
I do think to restrict the number of clients makes no sense, but to use QoS and limit the access for clients.

@stupidbird, if he is in the WISP business he has his reasons
And if he uses RBs they have a state of the art Queues (QOS)

I have ~150 clients in a small hotel (1500 sq meter) and sometime they crowded in 2~3 (50 sq meter) rooms
Mikrotik load balancing very well with these features (connect to clients with highest data rate and limit the number of clients per AP to keep out of congested
QOS make no sense when an AP serving 30 clients 802.11n.

You should purchase EAP other than CPE, didn't you? EAP is used for providing business indoor wifi while CPE aims at providing business outdoor wifi.
In your case, EAP is more applicable, it can connect more clients, and support similar load balance function.

Can use EAP for outdoor ?
We already have a good hotspot server, so we don't need hotspot feature from EAP (can't set quota, priority, paymet gateway...)

Nope, EAP is indoor AP, not suitable for outdoor scenario.
I thought you wanted to use it for the hotel, while now seems not...
