TL-SG3424P V2 will not deliver 802.3at - only 802.3af

I have multiple devices connected to a TL-SG3424P and none of them can get the full power requirement to allow advanced features
I have tried connecting only 1 device to the switch, using every port one at a time and always get only 802.3af output
I have connected these to other switches and ALL devices get 802.3at with no problems
They are all 100% 802.3af & 802.3at compliant according to the manufacturers (CISCO, Ruckus and HIKVision)
All devices boot successfully and actually work as expected, however the advanced features that require 802.3at are not available (USB storage for example)
Is this a known issue with this model of switch? Is there a method of forcing ports to deliver the higher output?
