IP address is completely incorrect and won't save the correct one

I have a TP-Link Powerline TL-PA4020P with extender TL-WPA4220.
It was working well for a long time, with a reserved IP address on my local network (192.168.0.n). Then someone managed to hack into the extender. (I don't know how, because I use strong passwords and non-standard usernames where possible across the board, and WPA2-AES.)
So, I reset both my router and the extender to factory settings, and set them up again.
Now, the powerline-extender has an incorrect IP address (as shown by your Powerline Scan utility), always with 169.254.x.y (the "x" and "y" change every time). The correct IP address should be 192.168.0.n because that's what my network uses. Probably as a consequence, I have no Internet connectivity through the extender.
I have gone to the extender's address (169.254.x.y as shown by your Powerline Scan utility), logged in (with my new username and password), and selected Network > IP Address > 192.168.0.n (where "n" is a static number, e.g. 123) > Save > Reboot. But, every time that I have done this, the IP address has reverted to another 169.254.x.y.
I have tried using different values of "n" in 192.168.0.n; changing the maximum DHCP settings on the router; setting "n" above or below that maximum; and retrying the whole thing many times. Just once, suddenly, the IP address was correct after a reboot, but as I leaned back and breathed a sigh of relief, in front of my eyes it reverted to 169.254.x.y. Aargh!
I am lost. I don't know how I got it to work when I first bought the device, and I don't know how to get it working again now.
