Unable to connect to TL-MR6400 from outside the network

I want to host a simple web server behind a mobile router, and I have currently got a TL-MR6400.
I had it working for a little bit, but all of a sudden I am unable to connect to the router from outside the TL-MR6400s local network.
When I am connected to the internet through my "hard line" ISP this happens:
- I get a "can't reach this page" error when trying to access the public IP of the router through a browser
- I get a "request timed out" when trying to ping the public IP of the router
When I am connected to the internet through the TL-MR6400:
- I get access to the router when I access the public IP through a browser.
- I get a response when trying to ping the public IP of the router.
- I do have access to the internett
