What's the speed when you write or read from the USB? And what's the speed when you have the USB plugged into your computer directly?

Both USB ports on the C7 are USB 2.0, so that will limit the transfer speed regardless of your drive being 3.0
That aside, I can tell you I've had problems with the original cable that came with the drive as it wouldn't fit tightly into the usb port. I took a chance and bought a new cable online, and that one fit properly.
I didn't really have transfer issues. My problem was that the router would take too long to recognize the drive being plugged, as well as it would often lose connection with it.
In sum: if your drive connects well and responds to 2.0 limitations, then there's nothing wrong with your router. If you still have some bumps in transfer or disconnects, try using a different cable.

I have the same issue.
Model: Archer C7
Hardware Version: v5.0
Firmware Version: 1.0.11 Build 20190726 rel.57101(4555)
The HDD connected to the router's USB has way too slow data transfer over LAN.
The HDD is 500 GB Samsung S2 (USB 2.0) - when connected to PC its speed is around 20 MB/s but connected to the USB router the speed is only about 2 MB/s! The PC is connected directly to the router via Ethernet cable (results for both SMB and FTP are the same) and I probably see the issue here: When I look when copying into the HDD or from the HDD into router settings I see the CPU is constatntly at 100 % usage - eventhough the transfer rate is only 2 MB/s. Probably some FW issue?

Hello, what's the read and write speed when the USB stick is plugged into the router? And what's the speed when you have it plugged into your computer directly? BTW, is the model of the TP-Link router also Archer C7?
What's the brand and model of the USB stick?
How are you testing the read and write speed, such as copying a file from the USB stick to a PC that is connected to the router LAN?
