MR3020 V3 is not as reliable as V1.9 when connecting to internet via a 4G telstra mode.

I use the MR3020 in weather stations that have an ethernet socket for internet connection.
With V1.9 I would just plug the 4G modem into the usb and plug the weatherstation into the ethernet port and bingo the weather station data would arive at the web page. I use Davis weather stations that report to Weatherlink.com.
I have a timer device that powers down the MR3020 every 12 hours for 15 seconds. I do this to fix any lockups that may happen in the modem or the MR3020.
But the 2 new MR3020 versions, V3.0 and V3.2 both have trouble giving the weatherstation a connection after power up. It fails about 1 in 10 power ups.
I have found that if the weather station can not communicate to the web (1 in 10 chance) and I turn on my PC or phone and connect to the WiFi of the MR3020, then suddenly the weather station can communicate again. It seams like the MR3020 does not recognise that the ethernet socket is being used so does not bridge the 4G modem to the LAN.
I have tried using DHCP and static IP on the weatherstation and reserving the IP address on the MR3020. These do not seem to help.
I have updated the V3.2 unit to version TL-MR3020(EU)_V3.20_180907 but this did not help.
V3.0 does not have an update latter than what I am running.
When I changed the V3.0 MR3020 with a V1.9 then the station worked fine.
Has anyone else seen this problem?
Can I buy more V1 units. they worked great.
