I probably have the same issue,
I have 3 of the TL-WR802N routers to be used to link to a Draytek Vigor 2820 as a Failover to a Hotspot on the iPhone 6 or 7S.Ios 13.3
The problem I have is that they will connect but only with great difficulty. Once connected they work OK, the problem is getting the connection in the first place.
When the available SSID's are scanned by the TL-WR802N it can take many goes to see the phone and when selected this does not guarantee the Hotspot will connect.
Interestingly with the iPhone 6 the TL-WR802N seems to get the iPhone the MAC address almost right (2n character of MAC is wrong but rest is OK). But the scanned address of the iPhone 7S seems to be completely wrong, Unfortunately at present, I cannot confirm that when they DO connect if the MAC address is correct.
I intend to Use each router to connect to just one specific phone so the MAC address should always be the same.
Looking at the Firmware there only seems to be the initial release.
The unit I have are -
V3 TL-WR802N - 3.16.9 Build 160801 Rel .38965n Hardware Version v3 00000000
V2 TL-WR802N - 3.16.9 Build 151231 Rel .53503n Hardware Version v2 00000000
They are connected to the Draytek Vigor 2820 on the Wan 2 Failover ethernet port. The router is configured in HotSpot mode, there are no issues with the connection to the router. The usage is occasionally I need a un-interrupted internet connection (which unfortunately we get problems because of our semi-rural location) so the TL-WR802N is the Failover to 4G (We get excellent connection since we are only 100m from a Cell mast). They used to work and but recently have become almost impossible to connect. This is probably due to Iso Version but I cannot be certain.
Like I say they will connect some times and when connected performs OK but if the Hot spot is turned off it is a struggle to get it to re-connect.
