Hello, Malek, do you want to create a hotspot with the network adapter?
If so, you can use the TL-WN823N to provide wireless connection with the laptop and setup the mobile hotspot on your computer. Please notice that we can use the mobile hotspot of computer itself or some third party software to do so.

@Kevin_Z thank you for the response! I want to create with it an ad-hoc WiFi hotspot in Windows 10. But I'm not sure of it works or not. Can you help somehow?

Hello, per I mentioned before, you can use the mobile hotspot function on the Windows 10 to create the wifi hotspot. While for the ad hoc mode, as my knowledge, it is not supported by Windows 10 anymore per Microsoft said.
And the official software -- USB utility is end of life, which does not support ad hoc mode; that is why it is suggested to use the built-in feature to create the wifi hotspot.
