I have been running a pair of TL-PA211 with great success but have a wifi blacktop in the house. My question is whether the TA-WA850RE will work with this and if so, how do I connect it to the circuit?

TL-WA850RE is a pure range extender which go through the WIFI not the electricity circuit. TL-WA850RE needs to pick up the signal from the main router and then rebroadcast the signal. If you want the the power line extender, then you need have a look at TL-WPA281 or TL-WAP271.
