PA-411 only rated at 11 Mbps

I have a pair of PA-411's in the house and the Powerline utilty shows the remote device running at 300 Mpbs, I have now bought a third PA-411 and even though the configuration is the same I cannot get it any higher than 11 Mpbs.I have tried in a number of locations and even in the same room its only 11 Mbps.
I have swapped it with my existing remote adaptor and whereas before I was getting 300 Mpbs now its down to 11 Mpbs, any ideas before I return the item.
