Hi, you can use the Archer AX11000 with the Archer VR2800 together. Like Matthew said, the performance of clients relates to the capability of the main router, distance, and obstacles or so.
And to avoid the double NAT issue, you can configure the Archer VR2800 as the bridge mode and the Archer AX11000 as the main router.
Note; The Archer VR2800 works in bridge mode by default.
Good day.

Why not? You can connect Archer AX11000's WAN to VR2800’s LAN port. And I suggest you to switch off the old 11n & 11ac WiFi on VR2800 and leave only AX11000's WiFi.
BUT, I have to mention, don't expect to much of the Intenet speed. I don't know the tariff plan your Internet, but DSL is generally not very high, maybe ~300Mbps, this will be the best Internet downloading speed you will get even after you upgrade your router to AX. And Archer AX11000 is equiped with 2.5G WAN port, but VR2800 is only with Gigabit port, it kind of waste. So personally, I suggest you Archer AX50 instead of Archer AX11000.

Is C5400X and TP link archer ax 11000 same
--no, they are not the same. Firstly, C5400X is 11ac(wifi 5) while AX11000 is 11ax standard(wifi 6). AX11000 is newer than C5400X, and AX11000 has higher WiFi speed than C5400X
