BSNL Capitel EVDO - slow internet

I bought this router (MR3020) in december 2012, and am using it to connect my BSNL EVDO usb dongle (Manufacturer is Capitel). I have 2 questions/issues:
1) BSNL Capitel (model: CE200) appears in the compatibility list which you have published for this device, but there's a comment in braces that says 'Cannot dial'. What exactly does 'Cannot dial' mean?
2) The router recognises the modem, and connects as well, but the connection is very slow (nearly dial-up speed). If i connect the modem directly to my computer, i get the actual EVDO speed. Why is this? Is there something which i can do to get the actual speed?
