Did you configure the C54 by referring to the below instructions? Check again the C54 is connected to the AX50 via LAN-LAN:
https://www.tp-link.com/support/faq/1199/
BTW, is the AX50 internet stable if you connect a PC directly to its LAN port? Ensure this is stable first, then change with a different cat5e or cat6 cable between the AX50 and the C54 if it is necessary.

I have the same setup as yours and I've not had any problems with the C54.
modem --> Archer AX50 --> Archer C54 (AP mode)
--> Archer C24 (AP mode)
Try to follow the instructions (including the diagram) on the C54 User Interface when setting it in AP mode, it says there that once you set it to AP mode, you have to connect it from the LAN port on the AX50 to the WAN port on the C54. The only additional step you may want to do is to set it to a specific IP address and disable the DHCP Server function.
If you also want to upgrade the firmware on the C54, check the link below.
I hope this helps.

Please change the LAN IP address of the C54 to be in the same IP subnet as the AX50, then reboot the whole system and check.

check/change the LAN cable going to the C54 if possible and also just for isolation relocate the C54 power adapter to a different outlet.
you can also set the wireless channel on the C54 to be different from the AX50, for example if the AX50 2.4ghz was on channel 3 ... then have the C54 on channel 9. do the same for the 5ghz frequency channel.
don't use same channel on both wireless routers.... like channels 1-6 on router A and channels 7-11 on router B.
