PORT FORWARDING PROBLEM

Firmware Version: v.1.3.00.9.1. v0001.0 Built 201207 Rel.56223n
Hello there,
We purchased the TL-MR6400 for our office.
We have installed the latest firmware for the machine.
However, we cannot use the port forwarding function on our router.
We tried all the changes recommended in this article https://www.tp-link.com/us/support/faq/785/ but still, we could not solve our problem.
Is it possible that the ISP could have a part in the port forwarding not working?
Any advice and help are deeply appreciated.
