Possible conflict between Intrusion Prevention System and Safari Browser MacOS slow page loads

This is a PSA for anyone suffering very slow page load speeds on MacOS, particularly in Safari. I've been suffering this for a few weeks and had been trying all kinds of troubleshooting on the machine. It felt almost like a DNS issue.
Eventually I realised that the problems sort of started around the time I turned on the Intrusion Prevention System.
Toggled it off and ... hello snappy browsing.
