Bin file is the firmware file for wireless powerline unit, firmware update is via Web page of wireless powerline unit, here is a guide:

Please check the label of the Powerline device, and confirm it is  also TL-WPA8630P of same hardware version V2.0  & country version ( EU)  version

From the photo, you TL-WPA8630P V2 is of (EU) version;  Firmware version  2.0.3 Build 20171018, which is the latest firmware for TL-WPA8630P (EU) V2

Right now you were trying to upload (DE) version 2017 firmware so it reports an Error. Kindly note that  the hardware version &  the country version EU/DE/US etc. need to the same when update firmware.  (EU)version needs update to (EU) version firmware.
