If the two "Wi-Fi" LEDs are off, then it means Wi-Fi is currently disabled.
Your router should have a button labeled "WPS/Wi-Fi" on the rear side. Push this button for about 3 seconds and see if the Wi-Fi LEDs come on after that.
If this does not work either, then you could try if a "factory defaults restore" solves the problem. You do that by pressing and holding the small recessed "Reset" button for about 5 seconds. (you can release the button once you notice some response from the router's LEDs)
